تتناول الدراسة الاستيطان اليهودي في القدس القديمة التي مرت بأربع مراحل، مع التركيز على المرحلة الثالثة التي لم يتناولها الباحثون بسبب السرية التي أحيطت بها سياسة الاستيطان التي لم تلق إلاّ دعماً حكومياً مستتراً.
: لا شك أن وضع المسيحيين في القدس يتجه نحو الأسوأ بسبب ممارسات الاحتلال الإسرائيلي التي أدّت إلى انخفاض عدد السكان المسيحيين بشكل لافت.
تسعى الدراسة للكشف عما إذا كان هناك في الواقع ضرورات من وظيفية وفنية شديدة تجعل إعادة تقسيم القدس مستحيلة. وهي تتناول ثلاثة من مجالات قاعدة الخدمات في المدينة ـ التزويد بالمياه، والتخلص من النفايات، وتوليد الطاقة الكهربائية وتوزيعها ـ التي يمكن أن تحدد مدى القابلية لإعادة التقسيم.
