This study describes Israeli justifications to reject the UN Security Council’s request to receive an international commission to examine the treatment of Arabs in the territories occupied in 1967, in accordance with United Nations Security Council resolution 237 (1967). That resolution called on the Israeli government “to ensure the safety, welfare and security of the inhabitants of the areas where military operations have taken place and to facilitate the return of those inhabitants who have fled the areas since the outbreak of hostilities.”<br>The report was submitted to the Arab Regional Human Rights Conference, Beirut 2-10 December 1968.
