Abstract: 

This study is the first in a series published by the IPS, that deals with the "final status talks" of the Arab-Israeli peace negotiations. It deals with one of the major obstacles to a peaceful resolution of the conflict -- the Israeli settlements established in the occupied territories since their conquest in 1967. The author examines the various options available to the two protagonists and their impact on the likelihood of a successful outcome of the negotiations.
