Abstract:
This study clarifies the major features of the Israeli plan for “administrative autonomy” proposed in the context of the first Camp David negotiations as a final solution to the Palestinian question. It also analyzes the Israeli understanding of this plan and its relation to the Israeli policy of creating facts, as manifested in settlement plans, encouragement of Palestinian emigration, the Judaization and annexation of Jerusalem, the creation of Palestinian dependency on Israel, and the liquidation of refugee rights.
