يناقش الكاتب التقرير الذي أعده 26 من الأكاديميين اليهود والعرب ورفعوه إلى رئيس الحكومة إيهود براك، في أعقاب المواجهات الدامية بين فلسطينيي الـ 48 والقوى الأمنية الإسرائيلية، التي جرت في تشرين الأول/أكتوبر 2000 تضامناً مع انتفاضة الأقصى.
يعالج الكاتب الموضوع تحت العناوين الفرعية التالية: تعريف وضع اللاجىء؛ سياسة الولايات المتحدة؛ المقاربتان الإسرائيلية والفلسطينية؛ موقف الحكومات العربية، ملاحظات ختامية.
يذهب المقال إلى أن مفهوم الترحيل (الترانسفير) كان موضوعاً دائماً في الخطاب الصهيوني، وإلى أن الجمهور الإسرائيلي وقيادته ما زالا ملتزمين مبدأ السياسة الديموغرافية، مع أنها لم تنتج لا الدولة اليهودية الصرفة ولا الدولة اليهودية الديمقراطية التي واصلت القيادة الصهيونية الحلم بها.
يرد زريق على تعليق موشيه إفرات على مراجعة كيمرلنغ، وخلاصته أنه يستخدم أرقاماً مبالغاً فيها مبنية على نسبة زيادة طبيعية للسكان غير واقعية (5.4 %). ويرى أنه مصيب في قوله إن من شبه المتعذر أن يعثر المرء في أي مكان على سكان يتزايدون بهذه النسبة.
